Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are conducted: positive announcements are issued from various governments. Immense energy is allocated on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from Russian territory, a ability provided through timely intelligence. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats flew past – modern combat jets provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a incoming threat. This was a sophisticated defense system at work, most likely delivered by allied countries. Every launch shakes the surroundings, causing tremors. The brief panic quickly transforms into resigned acknowledgment: possibly the incoming missile won't cause damage this time, sparing the city from catastrophe and further power outages.
Continuous Dangers
Following this, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – probably allied-provided weaponry. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's vital need on external assistance – a need that regional partners are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new proposal from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, certainly, continue.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington functions according to a assumption understood by seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is impossible to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, US leadership does little to deter Moscow, through statements or actions, from thinking that the situation will not change more in its benefit in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but avoiding a total frontline collapse until situations evolve in its advantage.
Current Realities
Factually, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their task will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Summary and Prospects
It took a mere seven days to kill the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
